The Eastern Department may care to know a

little more about the development of the proposals

referred to in 32. After the debates in Legislative

Council it became clear that the unofficial members

against Income Tax

had committed themselves so deeply that it would be

extraordinarily difficult to get even a few of them to

vote but that in fact a number of them were

beginning to regret having committed themselves so

deeply and were very anxious to show their professions

of willingness to find extra revenue for war purposes

were genuine. We set ourselves therefore to find a

series of alternatives which would cover most of the

ground of an income tax while avoiding the obnoxious

name.

The unofficial members had themselves

already proposed as alternatives a tax on properties
